Building on the success of our online training, Specialised Training on the Regulation of Gas Markets, we are excited to bring this year’s edition in person with a refreshed and expanded programme.
As global gas markets undergo profound transformation, driven by geopolitical shifts, decarbonisation imperatives, and rapidly evolving regulatory landscapes, the need for informed and strategic decision-making has never been greater.
This intensive, 3-day course is designed to equip energy professionals with a comprehensive understanding of gas market regulation. It offers deep insights into:
The programme features expert-led lectures, interactive case studies and high-level panel debates. Special session include contributions from the United Nations Economic Commission for Europe (UNECE) and the International Gas Union (IGU).
Participants will also have the opportunity to engage in a site visit, adding a practical dimension to their learning experience.

The FSR Gas Fundamentals covers the basic principles and rules applying to gas markets, including infrastructure regulation, network codes, balancing markets, gas hubs functioning, market incentives, and restrictions.
Along with a general assessment of the gas market context, the course gives an overview of the various and diverse gas regulations and policies applying in different geographical contexts (ex., EU, Latin America). By comparing different regional gas market models, the course analyses the EU gas regulation, which is currently enforced in Europe (Third Energy Package, Security of Supply) in particular focusing on its evolution in the crisis context and its adaptation to the new geopolitics.
The training is primarily targeted at staff from energy utilities, TSOs, and representatives from National and European Regulatory Authorities or other public bodies, but also academics and researchers with an interest in gas market regulation.
No specific academic background is required, and professionals of all levels are welcome. Nevertheless, a basic knowledge of energy regulation and policymaking is recommended. The training is provided in English.

Each year, the Florence School of Regulation – Energy and Climate (FSR Energy & Climate) awards scholarships for a wide variety of training courses targeting a broad audience of professionals and academics.
Applications will be assessed by a Selection Committee of FSR members on a yearly basis. The successful candidates will be informed after February 2026 and will be provided with all relevant information on how to enroll in the online course or residential training of their choice.

Please arrange your travel and accommodation as soon as possible as Florence is very popular in this period.
The fee covers participation in the training, coffee breaks, lunches, and any meals or social activities outlined in the event programme. Travel and accommodation costs are not included.
This is a fully residential training course, and classes will be held in Florence on 10-11 November 2025.
